Southeast Asia: Cooperation and Demand Go Hand in Hand

Ⅰ.The tone of policy cooperation is clear. 

(1)At the China-ASEAN Construction Industry Development Conference held in Nanning in early December 2025, representatives from ASEAN countries generally expressed their demand for the introduction of advanced construction technologies and the construction of green, smart and resilient public buildings (such as hospitals and schools). 

(2)The outcomes of the meeting emphasized the need to enhance standard coordination and industrial cooperation in emerging fields such as intelligent construction, zero-carbon buildings, and artificial intelligence. This indicates that when entering this market, "technical solutions" and "standard localization" are crucial. 

Ⅱ.Singapore's long-term investment plan 

(2)The Singaporean government previously announced that it will invest approximately 300 million Singapore dollars over the next five years to upgrade the energy-consuming equipment or install intelligent systems in public buildings (such as office buildings, hospitals, and subway stations), in order to enhance energy efficiency. 

(2)Its green procurement assessment criteria have also been expanded. In the bidding scoring for government projects, the environmental sustainability performance can account for up to 5%. This provides clear market opportunities for energy-saving and intelligent building solutions.


Europe and America region: Mandatory requirements and domestication tendency

Ⅰ.USA: Domestic Production Legislation and Smart Energy-Efficiency Incentives 

(1)Domestication (Buying American): The US government has finalized the final guidelines of the "Build America, Buy American Act", requiring that federal funds for infrastructure projects should prioritize the use of domestically produced steel, manufactured products, and construction materials. It also sets a gradually increasing threshold for the proportion of domestic production. This constitutes an entry barrier for foreign suppliers. 

(2)Intelligence and Energy Conservation: The federal government has implemented several programs to promote the upgrading of public buildings: 

The "Federal Building Performance Standards" require that by 2030, the energy consumption of federal buildings be reduced by 30%. 

Using the funds from the "Inflation Reduction Act", tens of millions of dollars will be allocated to test and deploy smart building technologies, deep energy efficiency renovations, and net-zero emission solutions. 

Ireland (an EU member state) has enacted legislation in accordance with EU directives, requiring that from December 31, 2025, all large existing public buildings with a total heating and air conditioning system power exceeding 290 kW must install building automation and control systems (BACS). This has created a large-scale replacement market for building automation products. 

Ⅱ.EU: Dual-track drive of green and digitalization 

(1)The new regulations for building products came into effect on January 2025, requiring products to provide digital passports and disclose information such as the full life cycle carbon footprint, aiming to promote sustainable building products. 

(2)The EU is refining the methodology framework for calculating the cost-optimal level of minimum energy efficiency requirements for buildings, which indicates that future energy efficiency standards may be further enhanced.
