Ⅰ.Vietnam has launched green city incentive policies
On January 22nd, the Vietnamese government issued a new decree, providing detailed incentives for the core policy.
(1)Incentive measures: Urban development projects (including public buildings) that meet green growth standards can receive national credit guarantees, preferential loans from environmental protection funds, and tax rebates or exemptions for investments in green infrastructure.
(2)Specific indicators: The policy directly targets public buildings, requiring cities to increase the proportion of public lighting using renewable energy, and clearly designating "the number of green buildings" as one of the core assessment indicators.
Ⅱ.ASEAN has set the direction for digital and green coordinated transformation.
The 6th ASEAN Digital Ministers' Meeting adopted the "Hanoi Digital Cooperation Declaration" in mid-January, setting the tone for regional digital development.
(1)Artificial Intelligence Positioning: The declaration clearly defines artificial intelligence as "a crucial new type of infrastructure".
(2)Green Digital Transformation: Emphasizes the incorporation of environmental, social, and governance (ESG) principles into the digital transformation strategy, and increases the use of renewable energy in data centers. This provides a regional policy endorsement for the integration of smart building solutions with green energy.
Ⅰ.Cyprus Announces EU Presidency Priorities
Cyprus took over the EU presidency on January 1st. Recently, it has announced its priorities for the next six months, many of which are related to the construction sector.
(1)Core objective: The agenda is centered around "ensuring European strategic autonomy", and emphasizes its impact on communities in the context of the green and digital dual transitions.
(2)Building-related issues: Plans are in place to hold meetings during the term on "building decarbonization" and "adaptive reuse of cultural heritage buildings", and to promote the development of sustainable and intelligent transportation (including urban transportation).
The "Guidelines for the Implementation of Sustainable Infrastructure Projects by Chinese Enterprises Abroad" issued by the Ministry of Commerce sets out mandatory requirements covering the entire life cycle for overseas projects.
(1)Environmental sustainability: The project is required to use energy-saving equipment and renewable energy sources, and to disclose carbon emission data.
(2)Localization and transparency: Encourage local procurement and require bilingual information disclosure. This means that when presenting your proposal, you must be prepared to provide the corresponding sustainability data and reports.
