Ⅰ.The new policy promotes the "packaging and export" of standards and plans: The "Guidelines for the Implementation of Overseas Sustainable Infrastructure Projects by Chinese Enterprises" released by the Ministry of Commerce of China and to be implemented in 2026 is the first industry standard for sustainable infrastructure in China. It mandates that enterprises must incorporate concepts such as full life cycle management, environmental and social responsibility, and digital means quality management in their public projects overseas (including in Southeast Asia) in transportation, energy, and construction sectors.
Ⅱ.Core Impact: This is not merely a set of construction standards, but also a "Chinese solution". For enterprises like Ruiqi Zhilian that offer intelligent and energy-saving solutions, this means that in the future, when participating in or supporting overseas projects funded by Chinese capital, your products and services need to proactively meet the sustainable and digital requirements stipulated in this guideline. The policy focus in the European and American markets lies in translating existing regulations into concrete actions. The following are the key milestones based on recent information:
Ⅰ.Core objective: Promote the transition of buildings to "zero emissions". New public buildings must achieve zero emissions by 2028, and all new buildings must achieve this by 2030.
Ⅱ.Intelligentization mandatory requirements:
⑴.For large non-residential building HVAC systems with a rated output power exceeding 290 kilowatts, the requirements for building automation control systems (BACS) came into effect on December 31, 2024.
⑵.For non-residential buildings with a rated output power exceeding 70 kilowatts, the requirements for BACS and automatic lighting control will come into effect on December 31, 2029.
Ⅲ.Key assessment tool: The EU is vigorously promoting the "Smart Ready Index" (SRI), which is a comprehensive system for evaluating the level of building intelligence. Although currently adopted voluntarily by various countries, it is expected that by June 30, 2027, the European Commission will introduce a bill that may mandate SRI assessments for large non-residential buildings.
Ⅳ.Policy implementation progress: Currently, 12 EU member states are testing the SRI scheme. France and Denmark have entered the early implementation stage. Each member state needs to convert the revised "Building Energy Efficiency Directive" into its own law by the second quarter of 2026.
